Postcard From…Bi’lin

The ritual occurs every Friday in Bi’lin, occupied West Bank.
Palestinian protestors — community members and activists — gather around the mosque following midday prayers to march against the construction of the separation wall and the proliferation of Israeli settlements.

What made last week’s march different was the overwhelming presence of foreigners. The fourth Bi’lin International Conference on Popular Resistance, a three-day conference that I attended from April 22-24, was intended to build solidarity and support for the Palestinian nonviolent struggle. Conference participants included Palestinian political leaders and community members, delegations from South Africa and Italy, and European Parliament Vice President Luisa Morgantini. The closing activity was a larger-than-usual protest against the construction of a wall that will arbitrarily cut across large parts of the village, separating families from each other and villagers from their land.

Pelosi the Hawk

Reports by international human rights groups and from within Israel in recent weeks have revealed the massive scale of war-crimes and other violations of international humanitarian law, committed by Israeli forces during their three-week offensive against the Gaza Strip earlier this year. Despite this, Speaker of the House Nancy Pelosi has steadfastly stood by her insistence that the U.S.-backed Israeli government has no legal or moral responsibility for the tragic consequence of the war.

Editor’s note: This article appears in Thirsting for Change: Obama’s First 100 Days, a report published by the Institute for Policy Studies. The Bush administration transformed the way the United States dealt with the world. It invaded two countries, began a war on terror that had no geographic or time limits, boosted military spending, acted unilaterally, and ignored international law. Although his second term was more pragmatic than his first — with an important reversal on North Korea policy and rapprochement with Libya — George W. Bush generally emphasized military force over diplomatic negotiations, acting more like a cowboy than a statesman.

Unlocking the Conflict in Western Sahara

At the end of April, the UN Security Council will have the opportunity to make the right choice or the safe choice when it renews the authorization for the UN Mission for the Referendum in Western Sahara (MINURSO). The right choice would be to give the new UN envoy a mandate for peace. To do this, the Security Council would have to secure the commitment of both sides of the conflict, Morocco and the pro-independence Polisario Front, to power-sharing and self-determination. The safe choice, meanwhile, would be to continue under the weak mandate that contributed to the failure of the previous UN envoy.

The signs of new construction are visible everywhere in Khartoum. Libya recently erected a giant, almost-oval hotel not far from the confluence of the Blue and White Niles, bestowing downtown Khartoum with an oddly distinctive landmark that the locals call “Gaddafi’s egg.” The priciest rooms run at $4,000 per night. Just across the street is the massive and appropriately named Friendship Hall, built by China.

Managing the Iranian Challenge

Skill, patience, consistency, logic, and understanding go a long way toward the design of an effective foreign policy. These attributes — perhaps obvious but frequently in short supply among foreign policy decision-makers — build a much firmer policy foundation than rude and emotional outbursts, erratic challenges, public bullying, contemptuous disdain, or efforts to isolate and demonize. With a new administration in place, now is the time to ask if U.S. policy toward Iraq can shift from viewing Iran as an "ultra-nationalistic, theologically conservative, politically radical, or Shi’ite" state and instead design a foreign policy based on skill, patience, consistency, logic, and understanding.

A New U.S. Relationship with Libya?

Following decades of conflict, Libya and the United States took major steps to improve their bilateral relationship in the closing months of the Bush administration. In September 2008, Condoleezza Rice visited Libya, the first secretary of State to do so since John Foster Dulles in 1953. In November, two weeks after Libya contributed $1.5 billion to a newly created Humanitarian Settlement Fund intended to resolve outstanding lawsuits by American victims of Libyan terrorism, President George W. Bush telephoned the Libyan leader, Muammar al-Qaddafi, and voiced his satisfaction with the settlement. In December 2008, Gene A. Cretz took up his position as U.S. ambassador to Libya, the first since 1972.

The Budget’s Foreign Policy Handcuffs

Hopes that a Democratic administration with an expanded Democratic congressional majority might lead to a more ethical, rational, and progressive foreign policy were challenged with last week’s passage of the 2009 omnibus budget bill, which included many troubling provisions regarding the State Department and related diplomatic functions.
