Battle Over Bases
In 2003 and 2004, President George W. Bush announced his intention to initiate a major realignment and shrinkage of what his administration described as an economically wasteful and outdated U.S. overseas basing structure. The plan was to close more than a third of the nation’s Cold War-era bases in Europe, South Korea, and Japan. Troops were to be shifted east and south, to be closer to current and predicted conflict zones from the Andes to North Africa, the Middle East, and Southeast Asia. Over a planned six to eight years, as many as 70,000 U.S. troops and 100,000 family members and civilians would return to bases in the United States.
Obama and Israel’s Military: Still Arm-in-Arm
In the wake of Israel’s massive assault on heavily populated civilian areas of the Gaza Strip earlier this year, Amnesty International called for the United States to suspend military aid to Israel on human rights grounds. Amnesty has also called for the United Nations to impose a mandatory arms embargo on both Hamas and the Israeli government. Unfortunately, it appears that President Barack Obama won’t be heeding Amnesty’s call.
Dealing with Burma Through China?
The people of Burma have high hopes for Barack Obama. Burmese still look to Washington — rather than Beijing, New Delhi, or Moscow — to provide reliable political support for democratic change. But although Burma is back in the headlines — with the Rohingya refugee crisis and Thailand’s refusal to provide these stateless Burmese Muslim boat-people with refugee status — the other foreign policy issues pressing in on the Obama administration may quickly push the Southeast Asian country to the back burner.
Turning European
With the United States on the verge of another Great Depression, the Know-Nothing opposition to the Obama administration should be worried that we are about to slip into the Third World. Instead, it’s fretting about the United States becoming an annex of Western Europe.
Will the Winds of Change Reach El Salvador?
A desire for change isn’t a sentiment unique to voters in the United States, and it’s not something that our country should fear when embraced by our Southern neighbors. El Salvador, a country that will hold presidential elections on March 15, is a case in point. It’s a place where a single party has been in power for two decades. It has long been mired in poverty, crime, and corruption. And its own Cheneys and Rumsfelds remain in power. A victory by the progressive frontrunner in the electoral contest — the first Latin American presidential elections since President Barack Obama’s inauguration — would give the new White House an opportunity to reject fear-mongering about the rise of left-leaning governments in Latin America and instead praise the regional wave of democratic transformation.
Prosecuting the Bush Team?
In the months following September 11, 2001, lawyers in the White House and the Justice Department interpreted U.S. and international law to provide legal support for the administration in its “war on terror.” With regard to interrogation of terror suspects, John Yoo, David Addington, Jay Bybee, and others justified the use of such harsh and dangerous tactics as waterboarding and stress positions. In a 2002 memo, they advised that only actions causing severe pain equivalent to “organ failure” would violate theU.S. torture law. Moreover, the memo stated that only if they acted with the specific intention to cause such pain — rather than acting with the primary goal of obtaining information — would the interrogators violate the law. Finally, the memo argued that these interrogations were rooted in an inherent executive power to protect the nation. As such, other branches of government could not review or limit such policies.

South Korea is currently engaged in a large-scale, expensive modernization of its military that aims to provide the country with a more robust and self-sufficient defense. The timing of this considerable increase in military spending might seem, at first glance, rather odd. Korean economic growth has been relatively anemic in the past few years. Meanwhile, the conventional military power of its chief adversary, North Korea, has steadily declined and, until recently, South Korean leaders were committed to expanding inter-Korean cooperation. In another irony, the current Lee Myung-bak administration has simultaneously pushed a much harder line on North Korea and reduced the level of spending projected by the previous Roh Moo-hyun government.
Budget Makes No ‘Sweeping Shift’ in Security Spending Yet
In December, The New York Times reported that Obama’s Secretary of State, National Security Advisor, and Defense Secretary had all “embraced a sweeping shift of priorities and resources in the national security arena…a rebalancing of America’s security portfolio after a huge investment in new combat capabilities during the Bush years.”
Too Many Overseas Bases
In the midst of an economic crisis that’s getting scarier by the day, it’s time to ask whether the nation can really afford some 1,000 military bases overseas. For those unfamiliar with the issue, you read that number correctly. One thousand. One thousand U.S. military bases outside the 50 states and Washington, DC, representing the largest collection of bases in world history.
