The scene inside the Capitol tonight for this annual occasion will be more surreal than usual. The leader who has led us into the worst foreign policy disaster in our history will stride punctually into the chamber, bathed in thunderous, ritual applause.
The new strategy of the United States in Iraq does not include an extensive overhaul of reconstruction efforts at this critical time. Very little money is now being appropriated for reconstruction. As the Iraq Study Group Report explains, of the $21 billion to date that has been appropriated for the “Iraq Relief and Reconstruction Fund” (IRRF), $16 billion has been spent and the remaining funds have been committed. The administration requested $750 million for 2007, and President Bush’s new proposal is to add $1.2 billion to that.

In his popular weekly radio and subsequent television quiz show, ÂYou Bet Your Life, Groucho Marx featured the “magic word.” If a contestant happened to utter it during the course of the show, he or she would instantly receive $25 or $50 or some other, inflation-adjusted amount.
Imagine Iraq as a football game. It’s late in the fourth quarter. Coach George W. Bush is looking at a grim situation on the field. He has just told quarterback Don Rumsfeld to hit the showers, and now he is sending in the new boy, Bob Gates. Several other team members have been sidelined. The clock is ticking. The current strategy doesn’t seem to be working, but Coach Bush is reluctant to try something new.
While the Bush administration, the media and nearly all the Democrats still refuse to explain the war in Iraq in terms of oil, the ever-pragmatic members of the Iraq Study Group share no such reticence.
Despite the breathless hype, the Baker-Hamilton Iraq Study Group (ISG) report did not include any dramatic new ideas for ending the war in Iraq. In fact, it did not include a call to end the war at all. Rather, the report’s recommendations focus on transforming the U.S. occupation of Iraq into a long-term, sustainable, off-the-front-page occupation with a lower rate of U.S. casualties. Despite its title, it does not provide “A New Approach: A Way Forward.”
The Iraq War dominated the electoral landscape during the recent mid-term elections. Voters swept in candidates across the nation who vowed for change in Iraq. But making good on his pledge that “I will not withdraw even if Laura and Barney [his dog] are the only ones supporting me,” President George W. Bush is readying the largest request for funds so far to continue the war. Even worse, he’s on the cusp of actually increasing troops.
The Iraq Study Group, led by former Secretary of State James Baker and former Rep. Lee Hamilton, is being portrayed as a magic wand that will conjure up a solution for Iraq the same way rabbits jump out of empty hats.
