Monsanto has turned the drop in international corn reserves and the havoc wreaked on Mexican corn production by an unexpected cold snap into an argument for speeding up commercial planting of its genetically modified (GM) corn in Mexico. The transnational is claiming that its modified seeds are the only solution to scarcity and rising grain prices.
As the rich Group of 8 (G8) nations convene in L’Aquila, Italy this week, world hunger will once again take center stage. The United States will likely announce a “significant” increase in funding for agricultural development aid, along with multi-year commitments from other G8 countries. This follows the G8’s admission of failure in tackling hunger at its first-ever farm conference in Treviso, Italy in April 2009.
Close to a billion people in the world are hungry, and there is growing poverty, unemployment, and displacement in the rural sector. The world community is in widespread agreement about the urgency of more investment in agriculture. The food crisis, partly characterized by unstable markets and low reserves, has led governments to seek measures to meet their food security needs more directly than through global trade. Even though this year’s harvest was good and there was some replenishment of global stocks, there’s no certainty of what markets will look like next year.
Just months after taking office, South Korean President Lee Myung Bak’s popularity plunged below 20%. People poured into the streets in unprecedented numbers – in the largest demonstrations in Korean history – to protest against him and his government. His cabinet offered to resign en masse, and he had to sack all seven members of the Blue House senior secretariat. He was forced to abandon key policies such as his plan to build a canal across the full length of the country. And he felt compelled to apologize, twice, for his policy blunders and "lack of communication skills."

Biofuel production is certainly one of the culprits in the current global food crisis. But while the diversion of corn from food to biofuel feedstock has been a factor in food prices shooting up, the more primordial problem has been the conversion of economies that are largely food-self-sufficient into chronic food importers. Here the World Bank, International Monetary Fund (IMF), and the World Trade Organization (WTO) figure as much more important villains.
First the biotech industry promised that its genetically engineered seeds would clean up the environment. Then they told us biotech crops would feed the world. Neither came to pass. Soon we’ll hear that genetically engineered climate-hardy seeds are the essential adaptation strategy for crops to withstand drought, heat, cold, saline soils and more.
